VCUSD Board of Education Approves School Closure Decisions and $32 Million in Budget Reductions

VALLEJO, Calif. — At its meeting on Wednesday, Dec. 17, the Vallejo City Unified School District (VCUSD) Board of Education approved a series of school closure decisions for the end of the 2025–26 school year. The Board voted to close Highland, Lincoln, and Pennycook Elementary Schools.

To stabilize the district’s budget, trustees also approved $32 million in reductions, including $22 million in staffing cuts, to be implemented at the end of the 2025–26 school year. These reductions are necessary to balance the district’s budget and ensure the continued delivery of essential services to students.

The actions are part of the district’s multi-year effort to address significant long-term enrollment declines, ongoing financial challenges, and the need to optimize school facilities to ensure VCUSD remains fiscally stable and academically strong.

Over the past decade, VCUSD has experienced a steady decline in student enrollment, shifting demographics, increased competition from surrounding districts, and rising operational costs. At the same time, many campuses operate with large amounts of unused space—more than 50 percent districtwide—leading to inefficiencies in staffing, programming, and maintenance.

State funding is directly tied to enrollment and attendance, and as those numbers have declined, the district’s financial strain has intensified. Without intervention, VCUSD risked deeper cuts, reduced local control, and potential state takeover.

Board President John Fox emphasized the difficulty and importance of the decisions:
“No board member takes these decisions lightly. We carefully examined years of data, listened to our community, and weighed our responsibility to maintain stability in this district for the long term. These actions allow us to protect academic programs, keep resources where students need them most, and prevent far more severe consequences in the future. Our priority is—and will always be—the success and well-being of Vallejo students.”

All closures and consolidations will take effect at the end of the 2025–26 school year. The district will work closely with families and staff to provide transition support. Impacted families will receive personalized outreach, information on new school options, and assistance with navigating the enrollment process.
